Only Hungarian citizens, permanent resident card holders of the European Economic Area (EU member states, Switzerland, and Norway), and other permanent resident card holders who have close Hungarian relatives are able to enter the country, all subject to a 14-day quarantine.

  • Neighboring Countries (other than Croatia, Ukraine, and Romania): Travel restrictions from Austria, the Czech Republic, Serbia, Slovenia, and Slovakia were lifted for citizens of those countries. Citizens of those countries are permitted to enter Hungary without testing or quarantine. Border checks between Hungary and Slovakia, and Hungary and Austria have been terminated.  Border controls continue to be performed at several border crossing points between Hungary and Slovenia.

  • Humanitarian corridors have been established for foreigners transiting through Hungary. Foreigners transiting via the airport must have a medical certificate, no older than four days old and signed by a medical professional (from any country), confirming they tested negative for COVID-19, before they may enter.

  • Business persons who are citizens of Japan, Poland, Germany, Bulgaria, or South Korea may enter Hungary without restrictions for business purposes.

  • Romania: All border crossings with Romania re-opened for Romanian citizens transiting Hungary.  All passengers must undergo a medical check and must stop at designated rest areas and gas stations during transit.  This includes Romanians transiting Hungary to depart from Liszt Ferenc Airport in Budapest.  Those passengers must demonstrate they have a valid plane reservation and authorization to enter the destination country before entering Hungary.

  • Germany: As of June 7th, restrictions on travel to and from Germany have been lifted. German citizens are free to enter Hungary, and Hungarians returning from Germany do not have to be quarantined.

All other foreigners may make a request an exception and entry permit with supporting documents on the National Police website. See https://ugyintezes.police.hu/web/guest/uj-ugy-inditasa/ (in Hungarian only)
